Expert review slams Kevin Smith hospital report

WELLAND, NIAGARA-ON-THE-LAKE — An expert review of the Niagara Health System’s blueprint for future health care delivery has called the plans “dangerous” and describes the region as heading towards a “profoundly risky situation.”
